Federal grants are funding provided to state and local governments by the federal government toward a wide variety of public policy goals. Federal grant outlays in FY2018 are expected to total about $728 billion, about $17.4% of federal spending, and fund programs such as health care, public assistance, social services, environmental protection, community development, education, job training, and transportation. About a third of total funding for state governments, and half of their funding for heath care and public assistance, originate from federal grants. Federal grants come in three primary forms: categorical grants, provided for specific projects, block grants, provided for general purposes, and general revenue sharing grants, provided for any purpose not prohibited by federal or state law.
