CR, pp. H9129-H9450. In a rare move 48 Democrats joined with a unanimous Republican vote to defeat the rule for floor consideration of H.R.3545. Some Members objected to the limits it placed on debate and the inclusion of the welfare provision. A revised rule reported by the Rules Committee would have to wait 24 hours before it could be taken up by the House. However, the next scheduled day was Friday, which was expected to be a pro forma session. A 2/3 vote is needed to modify this procedure. Following a meeting of the Rules Committee, Democratic leaders, resorting to unusual parliamentary maneuvering, adjourned the House only to reconvene seconds later. This, in effect, created a new legislative day on the same calendar day, thus permitting the House to adopt the revised rule by a simple majority.
