CR, pp. H2641-H2703. The House continued consideration of H.R. 4264, the Defense Authorization Act, to amend the 1989 military budget. The House also agreed to the Gephardt amendment banning certain nuclear explosive tests, as long as the Soviets observe the same ban. Rejected were: the Dickinson amendment, which was turned down in favor of the Gephardt amendment, and the Brown of California amendment which sought to ban testing of anti-satellite weapons in space unless the President certified that the Soviets were conducting such tests.
