Senate Passes Foreign Aid Package 79-18
House Session - May 2, 1989

Representative-elect Craig Thomas of Wyoming was administered the oath of office. The House passed H.R. 1486 to authorize appropriations for FY 1990 for the Maritime Administration. During debate two amendments were adopted. The Traficant amendment awarded Transportation Department contracts to higher-bidding U.S. firms over foreign firms if it is determined to be in the public interest. The House also voted not to suspend the rules and pass H.R. 1149. This bill would have allowed Senators to use their franking priviledge to mail copies of the Constitution to their constituents.
