Those bills included, H.R. 968, the Noise Reduction Reimbursement Act of 1989, H.R. 838, which authorized Secretary of Transportation to release restrictions of properties conveyed to the Peninsula Airport Commission for use as an airport, H.R. 2214, which ratified certain agreements relating to the Vienna Convention on Diplomatic Relations, H.C.R. 63, which addressed human rights abuses in Tibet among the 30th anniversary of their national uprising, and H.R. 2145, which prohibited U.S. contributions to the U.N. or any of its affiliated organizations if full membership as a state was granted to any organization or group that did not have internationally recognized attributes of statehood.
