The House passed H.R. 2072, making dire emergency supplemental appropriations and transfers for FY89. The House agreed to an amendment by Rep. Whitten aimed at deficit reduction. A motion by Rep. Conte to recommit the bill to the Appropriations Committee with instructions to include supplemental appropriations for the Department of Veterans Affairs for FY89 was subsequently defeated. The House failed to pass H.R. 2442 which would have transferred funds from the Department of Defense to the programs authorized under the Anti-Drug Abuse Act of 1988. H.Con.Res. 136, expressing the sense of the Congress on the movement for democracy in China, was approved by the House.
