Appropriations were passed for the governance of the District of Columbia when the House agreed to H.R. 3026. Of note was the absence of abortion funding restrictions. The legislation favors pro-choice advocates and was the first since the Supreme Court ruled to give individual state more freedom to restrict abortions. The House agreed to the conference report on H.R. 1278, to reform, recapitalize, and consolidate the Federal deposit insurance system, and to enhance the regulatory and enforcement powers of federal financial institution regulatory agencies. This clears the measure for Senate action. Also, the House passed H.R. 3015, making appropriations for the Department of Transportation and related agencies for fiscal year 1990.
