A message was received announcing the president’s veto of H.R. 20, to amend title 5, United States Code, (the Hatch Act) to restore Federal civilian employees their right to participate, as private citizens, in the political processes of the Nation. The House voted to suspend the rules and pass H.R. 4273, regarding defense reports; H.R. 4273, amending the Public Service Health Act; H.R. 4790, regarding breast and cervical cancer; H.R. 4609, for Coast Guard authorization; S.J.Res. 246, calling upon the United Nations to repeal General Assembly Resolution 3379; and H.R. 1013, to amend the Education of the Handicapped Act of 1989.
