The House agreed to H. Res. 443, the rule for H.R. 5355. The House passed H.R. 5355 to increase the statutory limit on the public debt. The House agreed to the Dorgan amendment to H.R. 5355 which removed Social Security Trust Funds from Gramm-Rudman deficit calculations and created a point of order against legislation that increases or decreases Social Security tax receipts beyond a certain threshold. The House began consideration of H.R. 1180, Housing and Community Development, which would amend and extend laws relating to housing, community and neighborhood development and preservation and related programs. The House agreed to the Vento and the Carper amendments to H.R. 5355. The Vento amendment changed the FHA mortage insurance program by changing the insurance premiums. The Carper amendment extended low-income use restrictions on some properties, added incentives to make property available to elderly and increased sanctions against owners who let properties fall into disrepair.
