Senate Passes Foreign Aid Package 79-18
House Session - October 12, 1990

The House passed H.R. 5803 which contained the defense appropriations for fiscal year 1991 after rejecting the Traficant and Penny amendments. The Traficant (D-OH) amendment sought to implement an across-the-board cut of five percent. The Penny (D-MN) amendment sought to implement an across-the-board cut of two percent. The House agreed to H. Res. 505, the rule waiving certain points of order during consideration of H.R. 5769 making appropriations to the Department of the Interior. The House considered H.R. 5769.
