House Session - October 15, 1990

The House passed H.R. 5769, fiscal year 1991 appropriations for the Departm ent of the Interior after agreeing to the Synar, Williams and Regula amendments and rejecting the Frenzel and two Walker amendments. The Synar amendment gradually increased grazing fees. The Williams amendment contained the text of a bill passed earlier by the House, H.R. 4825, the Arts, Humanities and Museums Amendments. The Regula amendment was amended by the Williams amendment and agreed to. The first Walker amendment sought to reduce funds for energy conservation. The second Walker amendment sought to delete funds for a National Metal Casting Research Institute at the University of Alabama. The Frenzel amendment sought to reduce non-mandatory appropriations by 4.6 percent. The House passed H.R. 3960 after agreeing to the Miller en bloc technical amendments and rejecting the Solomon amendment to reduce payments.
