The House passed H.R. 1455, to authorize appropriations for fiscal year 1991 for intelligence activities of the United States Government, the Intelligence Community Staff, and the Central Intelligence Agency Retirement and Disability System. The House agreed to the McCurdy amendment that would have provided the Director of the Central Intelligence Agency with authorities to facilitate entry into the United States of certain alien United States Government employees in Hong Kong and the Solomon amendment that requires the Director of the Central Intelligence Agency to oversee random drug testing of officers and employees of the Central Intelligence Agency. The House passed H.R. 1236, to revise the national flood insurance program. The House rejected the Gradison amendment that sought to delete language that incorporates the Congressional Budget Office estimate regarding the net effect of the bill on Federal outlays through fiscal year 1995.
