House Passes FAA Reauthorization, 387-26
House Session - May 9, 1991

The House passed H.R. 2251, making emergency supplemental appropriations from contributions of foreign governments and agreed to humanitarian assistance to refugees and other victims in and around Iraq as a result of the Persian Gulf War. The House rejected Representative George Miller (D-CA) amendment to recommit the bill to the House of Appropriations, and agreed to Representative Jamie Whitten (D-MS) amendment that strikes the part of the bill allowing the Secretary of Defense to accept burden sharing contributions for use as credits to appropriations in the Defense Department. The House disagreed to the Senate amendments to H.Con. Res. 121, revising the congressional budget for the next five years. The House accepted Representative Bill Gradison (R-OH) amendment concerning pay-as-you-go legislation for Social Security.
