The House agreed to the conference report on S. 64, to provide for the establishment of a National Commission for a Longer School Year. The House passed H.Res. 174, the Rule to consider H.R. 2608. The House passed H.R. 2608, making appropriations for the Departments of Commerce, Justice, State, and other agencies for FY 92. The Burton (R-IN) amendment to recommit the bill to the Appropriations Committee with instructions was rejected. The Smith (D-IA) amendment that adds $1 million for a grant for the construction of the Seafood Consumer Center, and the Smith (D-IA) amendment to restore $2,218,000 for salaries and expenses for administration of the economic development assistance programs of the Economic Development Administration, were both adopted. The Armey (R-TX) amendment to reduce by 8.16 per cent all amounts appropriated that are not required to be appropriated by a provision of law, was accepted.
