The U.S. House of Representative met and took up the FY '94 Spending Bills for Labor, Health and Human Services, Education, and the District of Columbia. DC Home Rule Act requires Congress to approve spending made from the City’s Treasury and those funded by local taxes. The DC Government submits its Budget proposal for operating expenses, capital outlays, and spending from various enterprise funds to Congress who appropriates funding.
