The House convened, starting a new legislative day.


The Speaker designated the Honorable E. Clay Shaw Jr. to act as Speaker pro tempore for today.


Today’s prayer was offered by Bishop Michael Tyrone Cushman, General Overseer, National Association of the Church of God.


POSTPONED PROCEEDINGS AN APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day’s proceedings and had approved it. Mr. McNulty of New York demanded that the Chair put the question on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. McNulty objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of agreeing to approval of the Journal until later in the legislative day. The point of no quorum was considered as withdrawn.


PLEDGE OF ALLEGIANCE - The Chair designated Mr. Brady of TX to lead the Members in reciting the Pledge of Allegianc
