The House passed $600 billion in federal spending for the Labor, Health and Human Services, Education, and Labor Departments. Members also passed the House-Senate compromise on reauthorizing the PATRIOT Act. They also voted to instruct House conferees to agree to Senate provisions of the Defense spending bill that prohibit torture.
