Senate Blocks Border Security Bill
House Session - October 17, 2019

The House debated and passed H.R. 1815, the Securities and Exchange Commission Disclosure Effectiveness Testing Act. The bill requires the Securities and Exchange Commission (SEC) to conduct usability testing of new disclosures that are primarily used by retail investors and are intended to help them make investment decisions or understand their investments. It would also require the SEC to review and test the usability of its existing disclosures for retail investors, such as mutual fund disclosures. Majority Leader Steny Hoyer (D-MD), Speaker Nancy Pelosi (D-CA), and Minority Leader Kevin McCarthy (R-SC) spoke about Oversight and Reform Committee Chair Elijah Cummings (D-MD), who died earlier that morning at age 68. For Representative Cummings, members also observed a moment of silence, passed by unanimous consent a commemorative bereavement resolution, and then adjourned in his honor.
