The Senate began consideration of H.R. 3385, to provide assistance for free and fair elections in Nicaragua. The Senate began consideration of S. 1750, to provide for reconciliation pursuant to section 5 of H. Con. Res. 106, setting forth the congressional budget for the United States government for fiscal years 1990, 1991, 1992.
