Senate Session - April 17, 1991

The Senate passed H.R. 598, to amend Title 38, to improve the capability of the Department of Veterans Affairs to recruit and retain physicians and dentists through increases in special pay authorities, and to authorize collective bargaining over conditions of employment for health-care employees of the Department of Veterans Affairs. The Senate passed H.J. Res. 222, to provide for a settlement of the railroad labor-management disputes between certain railroad workers and their employers. The Senate continued consideration of S.207, to amend the Commodity Exchange Act to authorize appropriations for and enhance the effectiveness of the Commodity Futures Trading Commission. The Senate indefinitely postponed S. 647, to require the Director of the Office of Management and Budget to submit to Congress reports on the costs incurred by the United States in connection with the Persian Gulf conflict and the foreign contributions made to offset such costs, and to require the Secretary of State
