Senate Passes Foreign Aid Package 79-18
Senate Session - June 21, 1996

The Senate met for morning business, with members allowed to speak on any subject. Members also debated whether to include medical savings accounts (MSAs) in a health insurance reform bill. The proposed MSA is a tax-free savings plan for paying future medical bills. The Senate unanimously passed a health insurance reform bill earlier in the year, but disagreements over inclusion of MSAs in the bill had delayed it from going to conference with the House.
