The Senate confirmed three nominations: retired Rear Admiral Ann Claire Phillips to lead the Maritime Administration; Asmeret Asefaw Berthe, Department of Energy science director; and Lisa Cook, to serve as the first Black woman on the Federal Reserve Board of Governors. Ms. Cook's nomination required Vice President Kamala Harris to cast her 18th tiebreaking vote. The Senate failed to confirm her nomination back on April 26, but Majority Leader Chuck Schumer (D-NY) changed his "aye" vote to "nay" so that her nomination could be brought up again on a later date.
