The Senate convened and began with a reading by Senator James Lankford (R-OK) of President George Washington’s 1796 Farewell Address. The annual event began on the former president’s birthday in 1896, with the two political parties alternating the reading each year. Lawmakers later voted to invoke cloture on Jamar Walker’s nomination to be a U.S. District Court judge for Eastern Virginia.
