The Senate confirmed the nomination of Joshua Jacobs to be Department of Veterans Affairs undersecretary for Benefits. Members failed, in a 57-42 vote, to invoke cloture on a bill requiring the VA to conduct research on the health effects of medicinal cannabis for veterans. Majority Leader Chuck Schumer (D-NY) changed his vote for "aye" to "nay" in order to be able to be able to later reconsider the vote. Lawmakers also passed a joint resolution that would repeal an EPA rule on emission standards for heavy-duty trucks via the Congressional Review Act. The vote was 50-49.
