DEBATE - The House proceeded with ten minutes of debate on the Andrews motion to recommit with instructions pending reservation of a point of order. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment providing that nothing in the Act shall be construed to allow employers to reduce insurance coverage for individuals and families who currently receive job-based health benefits.
