Mr. Barton raised a point of order against the Dingell amendment (A002). Mr. Barton stated that the amendment exceeded the scope of the bill in that it contains subject matter under the jurisdiction of the Committee on Commerce and not the Committee on International Relations. The Chair sustained the point of order. |
