After opening remarks by Mr. Fox and Mr. Halstead, the panelists talked about the new challenges at stake in the 2004 election and said the Bush administration was not solving problems such as unemployment. They talked about the widely varying views on whether the U.S. economy is growing or declining. Topics included the middle class, tax reform, the federal budget, and others that may be included in President Bush’s January 20 State of the Union address. After their presentations the panelists answered audience members' questions.
