Dr. Livingston, Mr. Gillette, and Mr. Flanagan spoke about the history of the Institute and the forthcoming publication of the The Encyclopedia of the United States Congress. The Institute on Congress and American History was a week-long symposium for high school teachers on the teaching of history and about Congress.
