General Joseph Dunford, the top U.S. commander in Afghanistan said that Afghan forces would be ready to take over as the U.S. prepares to pull back from the country at the end of 2014. He also cautioned that some operations, like preparing an Afghan Air Force, could take until 2018 to complete.
