Augustus F. Hawkins
Augustus Freeman Hawkins was a Democratic Party politician who served in the California State Assembly from 1935 to 1963 and the U.S. House Of Representatives from 1963 to 1991. Over the course of his career, Hawkins authored more than 300 state and federal laws, the most famous of which are Title VII of the Civil Rights Act of 1964 and the 1978 Humphrey-Hawkins Full Employment Act.
