James Kelly, United Parcel Service, (UPS), CEO, spoke about U.S. Postal Services practices which inhibit competition in the delivery industry. He said that Congress should change the law so that the Postal Service operates under the same laws as other delivery services. He also stated that the Postal Service would not be very competitive if it did not have the assistance of various monopoly advantages, such as first class
