Consumer’s rights advocates Wendy Weinberg and Stephen Brobeck issued an annual report on consumer scams which noted that auto sales, home improvement, and auto repair were the categories consumers complained about most. They also said that telephone frauds were the fastest growing scams and could be divided into two categories, “slamming” and “cramming.” “Slamming” was switching long distance carriers, whereas "cramming' was attaching extraneous charges to a phone bill.
