At the 1999 State of the Commonwealth, Virginia Governor Jim Gilmore (R) discussed the proposal to cut the food tax to help working citizens have extra money for necessities. He also addressed the struggles of tobacco farmers resulting from legal settlements of many states with tobacco companies. He stressed that Virginia’s possible portion of this settlement will go to these struggling farmers to help them expand their operations. close
