The U.S. House of Representatives met and swore in a number of new members and officers to the 106th Congress. Members then took part in a period of Morning Hour Speeches during which time members could speak on any topic. At the conclusion of these speeches, the House stood adjourned until later in the day to allow preparation of the chamber for the State of the Union speech which President Bill Clinton delivered there. close
