He said that state officials have accepted responsibility for their misdeeds and new leadership will be established. He also urged the International Olympic Committee to examine their responsibility. He also proposed a new education program that would assess students knowledge of basic skills through an exam given in the tenth grade. If students fail to pass the exam by the twelfth grade they would not receive a high school diploma.
