Representatives Panetta and Frenzel gave opening statements as the House began consideration of H.Con.Res. 310, the Congressional budget resolution for fiscal year 1991. The measure provided for a federal budget of $1.2 trillion and included reconciliation instructions directing various House committees to report legislation achieving specified spending reductions and revenue increases. The resolution provided a five year plan for gradual but significant reductions in the defense budget. close
