Mr. Williams updated reporters on the status of the investigation into the A-12 program. The Secretary of Defense, on December 14, 1990, sent a memo to the Department of the Navy seeking justification for continued funding of the A-12 war plane development. The memo, in short, found the performance of the A-12 contractors unsatisfactory, and set a deadline of January 2nd for the plane’s developers to prove continued funding necessary and justified or risk defaulting on the contract. close
