Senator Byrd delivered a speech on “The Flag and the Constitution.”

Measures Introduced: Eighteen bills and one resolution were introduced, as follows: S. 2310-2327, and S. Con. Res. 100.

Flag Protection Constitutional Amendment: By 63 yeas to 37 nays (Vote No. 48), two-thirds of those Senators voting, a quorum being present, not having voted in the affirmative, Senate failed to pass S.J. Res. 14, proposing an amendment to the Constitution of the United States authorizing Congress to prohibit the physical desecration of the flag of the United States.

During consideration of this measure today, the Senate also took the following action:

By a unanimous vote of 100 yeas (Vote No. 47), three-fifths of those Senators duly chosen and sworn, having voted in the affirmative, Senate agreed to the motion to close further debate on S.J. Res. 14 (listed above).
