Flag Protection Constitutional Amendment: By 63 yeas to 37 nays (Vote No. 48), two-thirds of those Senators voting, a quorum being present, not having voted in the affirmative, Senate failed to pass S.J. Res. 14, proposing an amendment to the Constitution of the United States authorizing Congress to prohibit the physical desecration of the flag of the United States.
