In the final plenary session governors discussed and voted on resolutions proposed by various committees. Then the governors turned to the issue of growth, beginning with a speech by Mr. Hylton, the author of Save Our Land, Save Our Towns. They discussed urban sprawl and urban planning solutions used in their states. Senate Democratic Leader Daschle talked about Congress, bipartisanship, utilizing the budget surplus and other topics. He then answered questions about legislation affecting the states. close
