President George H.W. Bush spoke before the American Society of Association Executives on the Individual Opportunity Initiative, a proposal designed to “unleash the talents of everyone in America.” The initiative is made up of a number of separate initiative, each meant to expand the independence of Americans: strengthened educational facilities, enforcement of crime free neighborhoods, civil rights for all Americans, new jobs and businesses, expanded access to home ownership, and granting larger responsibility to local governments. He spoke on the educational system of the U.S., advocating flexibility and accountability for individual schools. Before the body of his remarks, President Bush said he thought the Persian Gulf war was almost over, and lauded the American Society of Association Executives on their work for community service. close
