The committee heard testimony on the “hidden” drug war in America: the overuse of alcohol, a legal and widely abused drug. The Alcohol, Drug Abuse, and Mental Health Administration spent 74 percent more on illegal drug abuse treatment and research than on alcohol treatment and research, even though two-thirds of persons requesting entrance into drug treatment programs name alcohol as their main problem. FMR. First Lady Betty Ford, the founder of a chemical-dependency recovery hospital in California, testified on the disease of alcoholism and her own addiction to prescription drugs and alcohol. She criticized the nation’s emphasis on “fighting” hard drugs when the most widely abused drug in America is alcohol. She also criticized characterizing drug addiction as a crime when drug and alcohol addiction is properly defined as a disease. Additional testimony is supplied by John Schwarzlose, an executive from Mrs. Ford’s hospital facility, and an anonymous witness. close
