The House agreed to H.Con. Res. 121, revising the congressional budget for the United States Government for the fiscal year 1991 and setting forth the congressional budget for the next five fiscal years. The House rejected the Dannemeyer amendment in the nature of a substitute that sought to keep discretionary program funding at the fiscal year 1990 levels with an adjustment for inflation, and the House also rejected the Kasich and Gradison amendments, both in the nature of a substitute. The House passed S.J. Res. 119, to designate April 22, 1991, as “Earth Day"; S.J. Res. 16, declaring April 21-27, 1991 as "National Crime Victims' Rights Week"; H.J. Res. 218, the week beginning April 21, 1991, as "National Organ and Tissue Awareness Week"; and S.J. Res. 64, to authorize the President to proclaim the last Friday of April 1991, as "National Arbor Day.” The House passed H.J. Res. 222, to provide for a settlement of the railroad labor-management disputes between certain railroad workers. close
