Senators debated H.J. Res. 222, a resolution concerning the one-day old railroad strike. The resolution would end the railroad strike for a 65 day “cooling off” period, during which a new three member board appointed by President Bush from a list provided by the National Mediation Board would determine a fair settlement. The settlement would be imposed on the labor unions after the 65 day period. The three member board would take over settlement negotiations from an emergency mediation board created by President Bush to resolve the labor disputes. close
