The committee heard testimony from Secretary of Education Lamar Alexander on the Bush administration’s education proposals. On April 18, President Bush announced a new education plan for the United States to improve the nation’s schools and begin a “revolution” for American education. Major aspects of the plan included parental choice of schools for their children, the use of Federal funds to aid children attending private and parochial schools, national skills assessment testing of students, a new design for American schools, and basing teachers' salaries based on merit and performance in the classroom. Secretary Alexander said the new proposals sought to be bold enough to effect real change, to be far-reaching enough to affect all education programs that need change, to reach underskilled adults as well as children, and to counteract outside influences on a child’s education.
