The U.S. Chamber of Commerce sponsored a panel discussion entitled, “Congress: Time For a Change,” as part of its 1991 “Business: Agenda for Action” conference. The 1991-92 president of the U.S. Chamber of Commerce, “Pete” Silas, named a number of issues facing the organization as he takes office in a speech given before the panel discussion. The panel discussed different proposals for reforming Congress to make it more efficient, responsible and accountable to its electorate, including limitations of terms, reforms of the budget process, and campaign finance reform on spending and donations from political action committees. Sen. Frenzel and Sen. Robb spoke from their experiences in Congress on the possibilities for reform, which Sen. Frenzel said were slowed by an “entrenched minority” in Congress which resisted changes that would limit the power or terms of members of Congress. close
