The Federal Communications Commission met and voted to reaffirm its 2001 decision that broadcasters were not entitled to carriage of their analog and digital signals during the digital transition (dual must carry), nor were they entitled to carriage of multiple digital streams after the transition (multicast must carry). The vote on dual must carry was 5-0; on multicasting it was 4-1, with Commissioner Martin dissenting. Commissioner Copps concurred in both decisions. close
