Mr. Rossotti talked about his book Many Unhappy Returns: One Man’s Quest to Turn Around the Most Unpopular Organization in America, published by Harvard Business School Press. When he became commissioner of the Internal Revenue Service in 1997 it had the lowest approval rating of any institution in America. During his tenure, he updated technology, changed the bureaucracy to hold managers responsible and shifted priorities to focus on serious tax evaders rather than just easy targets. He was also the first IRS commissioner with no prior experience in tax policy; instead, his background was in business. Mr. Rossotti explained how he implemented sweeping and effective changes in a large government bureaucracy and what he thinks can be done in the future. Following his remarks he answered questions from the audience. close
