The 9/11 Public Discourse project announced the release of the second report on 9/11 Commission recommendations titled “Reforming the Institutions of Government.” Members of the September 11 Commission criticized the Federal Bureau of Investigation (FBI) in its efforts to overhaul antiterrorism programs in response to the World Trade Center attacks. They said that there were still numerous problems impeding the FBI’s ability to carry out its new counter terrorism function effectively. Following their presentation, the panelists responded to questions and comments from members of the audience.

The report issued on October 19 found that the Bush Administration and Congress had made “minimal” or “unsatisfactory” progress on 8 of 14 of its recommendations for overhauling the government to deal with terrorist threats.
