Jack McGuire, who took over the Red Cross in December after the resignation of his predecessor, talked about disaster preparations, including the Red Cross’s consideration of a campaign to raise money to improve its disaster response infrastructure. Mr. McGuire said that a lack of technology, including laptops to handle requests, hindered the charity’s response to Hurricane Katrina.
