Witnesses testified about cable television retransmission consent which allows broadcasters to negotiate compensation for their popular over-the-air content. It was noted that some small cable companies think broadcasters use retransmission consent to prevent them from offering family-friendly tiers. Other witnesses said that stronger federal regulation will be needed to protect smaller cable providers and to keep consumer prices down. close
